I added tcp and udp too and hopefully that fixes it

The error shows the 16262 port being closed, your screenshot shows the 25565 ports opened
So you opened the wrong ports
You need to open 16261 and 16262

Hey guys. I'm hosting a non-dedicated server and one of my friends is getting the same error, port 16262 is closed. I went into my firewall and added new rules for it, and I think I port fowarded both 16262 and 16261 but it still seems to be happening. I think I did it wrong
Do I need to port foward onto my public IP? Because it wont let me change that

You have to contact your internet provider to assign you a static public IP
Some of them require payment for them
