It does appear that you entered workshop ID in mods ID and you may have left the workshop ID empty, usually on steam workshop page at the end of each page you'll see something like "workshop ID=1234567890" and "mod ID=ARandomMod", where you put "Workshop ID" is about the half of your .ini file
