so whenever I make a server, it always go to my userfiles(where my mods arent) is it possible to move the server installment to my drive where the mods are placed?

Did you enable them in the server settings? Specfically in the Mods and Workshop lines?

Line is just the name for the row of the text file, so it is not "Workshop Lines"

It does not matter if you downloaded the mods if you do not enable them.
Share screenshots of the mods enabled in the Mods and Steam Workshop sections to confirm that you enable them there

I enabled them in the game menu, as for server I manually added them one by one
