Cancel the initialization, then start the server again and wait at least 10 minutes.
If the server still does not start after waiting, cancel it again and repeat these steps until it does.
This is usually caused by Steam Workshop screwing up a mod download. It'll request an update then hang forever while waiting, causing the server to freeze. Typically you'll need to keep an eye on your server console when booting it up, and it it starts a loop like the one pictured, you need to kill the server process and restart it. It may take multiple tries to get through but eventually everything should update. I'd imagine the fewer mods a server runs, the fewer update/download requests Workshop has to handle, and the lower the chance of this happening?

Yep it's actually a very common issue at the moment and AFAIK it's not a problem on our end? Steam Workshop sometimes decides it's done for a bit and just stops working re: mod downloads/updates. I've had it happen when playing other games, most recently Barotrauma.

You may find it'll get stuck on a new mod as time goes on. Loads of players will uninstall the mod they think is causing the issue, only for a new one to suddenly start causing it. At any rate if it's working at the moment that rules! If it happens again out of nowhere though, just be warned!
i think i got tru all the 250 mods
i did remove 3 car mods (all of them were from k15)
now my PZ is black screened on this

Hmmm. In the past when I still played Multiplayer I'd usually delete the save folder for that server? Like total fresh start (new character unfortunately) as a general 'just in case' to see if that somehow fixes it. I'm afraid I don't have much experience with multiplayer issues but can ask around

You can find that in your C:\Users\%UserProfile%\Zomboid folder

Looks like there are some mods enabled that may be causing the issue! Can you try disabling the mods until you find the culprit?
wich mods should i disable tho
theres 250 of em (90 wich i know def work)
You're gonna need to disable them in batches until you find it. Generally most people do 50:50:50 where they disable half, check, then half again if it's not working, then another half and so on

You can do by halves as said, that is the effecive testing
