I reinstalled windows yesterday and nothing changed, fps remained low. I tried to upgrade to patch 42, and there was a lot more fps

Seems like these logs are corrupted, do you have any mods enabled perhaps? And can you press the K button when in game? It should show if the FPS is waiting on the GPU or your CPU

Try zooming in or lowering your resolution, this FPS at the max zoom level would be expected in B41

If I change the resolution to FHD, the fps becomes 5-10 more. The friend I'm playing with has a steady FPS of 200. My computer is more powerful in terms of performance, but the result is worse

However, your friend has a resolution below FHD

Meaning the performance would be better simply due to that as less pixels are rendered

It also looks like your friend has a Nvidia card, which at this moment runs OpenGL apps better than both AMD and Intel cards

At a resolution of 1680x1050, 38 fps is observed . Is it possible to take any action to make AMD's graphics card work more stably?

Still wrong logs, I suggest you go to “C:\Users%UserProfile%\Zomboid” and delete everything there except the “Saves” folder.

Then start a new game and test it

I cannot see anything wrong with the logs, so this performance is likely what is expected on the specs and card, your friend seems to have a better system for the game, since he seems to have a 12 core CPU with higher clocks, which is better for PZ, it seems like your own CPU is capping the single core usage, which would bring down the performance

AMD cards do not support OpenGL well on a driver level, so there is not much that can be done about that, they simple are weaker than Nvidia ones overall in that case

I can only suggest lowering the game settings, or waiting for B42 to release
