You can kill in neutral zone with previous roleplay, like robbing someone or because you are a cannibal and want to eat them

But if you are inside KoS zone (which we can expand) you are free to kill anyone

can I copy paste a message when I see someone like (I'm a mass killer on Drugs) and then Turn PvP on and kill them or do I need to give them a count down or whatever

You have to be a reason to kill someone if you are in a neutral zone, like wanting to rob them and they aren't cooperating
