Zombie Respawns

I want to make zombies spawn less frequently to about every week in a new cell but I was wondering if I had to edit the respawn unseen hours as well to make them spawn every week in a chunk I haven't viewed

I know that cells are bigger then chunks so if they respawn in a cell every week I haven't visited it, would changing the respawns in a chunk I haven't viewed be needed
