Hello. I downloaded and played B42 a few days ago. Now, I want to play again but it reverted back to B41 and when I switch back to B42, it makes me download it again.
It is a hassle because my internet is currently slow. Is that normal that I have to download 4gb of it everytime I play?

Nope, its not normal.

Sounds like a Steam issue, the game does not have control over what versions are downloaded, as that is 100% handled by Steam
I would suggest checking if you have the latest Steam version installed
