So i Have two seperate examples to show, but It doesn't matter what difficulty, each time I spawn in to a new game, I am SURROUNDED by an impossible amount of zombies. I have my settings set to low. And tried another game with normal. With the same results. Just WAY too many to the point that it lags

If you have issues with mods, try disabling them one by one or in batches to figure out which specific mod is causing the problems.
Do it on a new save to to prevent any issues on your current playthrough as removing mods can cause items to be permanently deleted.
After you find out which mod is problematic, consider reporting the problem to the mod creator on their workshop page.

I would suggest you go to the Zomboid folder and delete the "mods" folder there
Then start a new game in the Apocalypse scenario and test again

the problem is from zombie distrib setting in sandbox
do not change it, just let them as "urban focused" and your issue will be fixed.
sorry for tagging you, beard. but I saw many people were asking about this issue. you now can say them that it's problem of sandbox.
