Everytime i try to load in servers I can create my person and set my traits but then when it comes to loading into the map this is my problem or it just stays stuck at 99% of map loaded.

That error just means that the connection to the server was not stable enough and you failed to download the map of it
What ping do you have to the server and what is your internet speed?

That does not seem too high.. can you try using the Use Steam Relay option on that screen?
