I'm having the exact same issue actually. I just joined the server for help on the same thing. All of my mods I've been subscribed to for weeks/months and I've used them before

they just suddenly don't appear anymore

the file path the mods page says is actually empty, so it's not a loading issue but rather the game looking in the wrong place I think?

Can you share your game logs so i can check for any errors?

when i try to send it, it just processes infinitely until an error comes up

using alt launch got like 4 mods out of my like 30-40ish

okay so going on alt launch actually fixed my problem

and then the game had to update
