ive found the setting in the .ini server file in
C/Users/Zomboid/Server. And switching the true-false values doesnt do anything as far as i can tell.

have you tried the sandbox setting?

on servers there is a setting and you can change that

Are you hosting through the Host menu?

Because that type of host always shows Steam usernames
