I think those specs are all you need for modded zomboid, depends on which mods ofc.

If you lower your resolution low enough, yes

Guessing FPS is pretty much impossible without knowing all the variables

Also I used to play on a 3050 with 16gb ram i5 10400f wdym low settings it was running fine

I am not sure how well the Intel ARC is optimized for OpenGL applications, so I cannot be sure about its performance

Generally Nvidia has the best OpenGL optimization, so if you get a Nvidia card it will run better than an AMD or Intel one for the same price

Unless you get a Quadro card, those are unoptimized for OpenGL

Whether its 60+ FPS or what the effect of zooming out will be is hard to say

It used to be bad, but they released a few drivers to improve it a lot

It still isnt on Nvidias level as far as I am aware, but its not outright bad

This is just my personal opinion though, I have not had the pleasure of testing the ARC Cards myself yet

They might be good, but from what I see they are not comparable to AMD or Nvidia just yet

I do not know much about the 6650 XT, it should be perfectly fine

For my workloads, I would lean towards the 4060 if the price is similar enough

#

There are a few factors, since it runs AI stuff better, if you are ever interested in that, better OpenGL support and it has DLSS, if you play games that use that (which is still superior to FSR)

I have 60 FPS with max zoom on the 4080

Max zoom is generally not the best metric

#

Because it destroys performance regardless of the GPU

#

If you disable the last level or two from the zoom then it will run perfectly fine

Also B42 will have optimizations in this regard, so I think you will be totally fine with that PC

Its just that the zoom feature isnt optimized in the current version, so the FPS drops a lot
