I'm going absolutely insane setting up a dedicated server. Firewall is open for 16261, server is set to 16261, ports are open on modem for 16261. Still not able to connect and while server is up open port checker doesn't see my port as open. Any ideas?

Port checkers cannot check for UDP ports
Are you able to connect to it using your Local IP?
Good to know about the port checkers. And I can indeed connect with the local IP.
When loading in with local IP
Which is forwarded on the modem as well as in my W11 Firewall
If you can connect with the local IP, it means the server itself is set up correctly and has no issues
The main problem would be with port forwarding or the ports being otherwise inaccessible
Did you open those ports in your firewall as well?

A public IP is required to be able to host a dedicated server

Generally addresses can be directed to the ISP, which forwards it to you, or they can be directed straight to your home
If the address is the ISP address, it would mean you do not have a public IP
Though, you may need to call your internet provider about more info

Mostly asking if you do have one. And whether people will be able to connect in case you host a server.
On hold with them now, but I will note that I was able to host a dedicated server with Terraria and Palworld relatively recently with people being able to connect to my IP Address. Is there something different that I should be looking into for PZ?

Used the article to forward ports that is not used purevpn
The game just needs those two ports
Unless your internet provider has special rules to forward UDP ports

Something seems wrong with binding to the port, how exactly are you starting the server?

I am back trying to create the server again as we decided to want to play zomboid for sure. Multiple restarts since and I have actually been able to connect using my local IP, but not with the public IP
Do you have any ideas on what I can try? Could you also clarify what exe I'm supposed to let through my firewall?
It'll ocassionally show server info with the public IP put in, but when I refresh or try to join it won't connect.

Yeah looks like that's it when I try to add that java file to the server. One thing to note is that when I launch the game and look at the server list, it'll show the information for it, and if I refresh it'll say it's not responding.
Made some progress. Ran the server with the nosteam bat. Connecting to it with -nosteam in steam launch arguments seems to let me connect to the server. So something is happening with the steam connection.

Oh since it's a nosteam server that means no mods unless I manually add them

I managed to somehow connect once and I'm back to it saying that 12626 is closed again
And now I can't connect again, I think i might just buy a server at this point, this is so frustrating
@worn otter Is there any consideration for using my router? I currently have a router connected that I only use for wifi, but I imagine if the port fowarding isn't working on the modem, connecting through the router isn't going to make a difference?
Yeah I think at this point this would be a router / network issue
It wouldnt make sense for the port forwarding to not work, since if that was the case then you would not be able to connect
But maybe it would keep dropping out or have other issues
You may need to contact your internet provider to look into the router / network issues
Is there anything I could be missing as far as the steam service goes? It's absolutely bizarre that without steam the connections go through.
Not as far as I can see, I have only seen issues with Steam if the server is installed through the Steam Client
But you used SteamCMD, so that should work perfectly fine

And if you only start the game in Steam mode, only 16261 is used..
It doesn't give me a "this server doesn't have 16262 unforwarded" if I run it with nosteam. And I also have a few unrelated ports forwarded at the same time that do seem to be functioning correctly
Yeah, as said, nosteam only uses the 16261 port
Steam uses both 16261 and 16262
