What happens when you join the server? Does it kick you out?

like it's up for 8-10 s
then down for next 8-10 s
and now it's down
when i can see that server is running on vm

How are you hosting the server exactly? Are you using some sort of service?

Bots do not need a constant connection to be marked as online
You might want to look into that ddos before we test further

So this is your only Zomboid server
Okay, have you looked into it being a Pterodactyl issue in that case?
Since the best way to find issues is to just go through the problems one by one

on pterodactyl there was no issue
now i host on virtual machine
with windows
and there is a problem as you can see

Since if you launch an app or install through Sudo, it can mess with the permissions

Are the two ports open in the firewall then? Both 16261 and 16262 UDP are necessary

I generally recommend using two rules instead of a single rule for two ports

Just to understand better, you set up a PZ server on Linux, opened all the ports, set up proxmox and all that, and it worked fine
But then you switched it to Linux, kept the old config, and now it fails?

Would the old Proxmox config work on the new Windows server? Are there not any OS specific settings that may need to be applied there?
proxmox settings is same for pterodactyl and vm
it's works for everthing else. Like I can host minecraft -it works, i can host fivem, mta:sa

I would probably recommend doing a temporary test by disabling the firewall on the Proxmox, see if that helps. Then I would do the same test by disabling the Firewall on Windows. Just to see if it suddenly starts working. This way we can test if its the firewall messing with the query

I am not sure whether that may or may not cause issues, I do not know if the Windows server has any extra security settings or not
One of my own servers has Windows Server 2018 I believe and it works fine there
