Also, have you used Sudo during install?

Since if you launch an app or install through Sudo, it can mess with the permissions

Are the two ports open in the firewall then? Both 16261 and 16262 UDP are necessary

Just to understand better, you set up a PZ server on Linux, opened all the ports, set up proxmox and all that, and it worked fine

But then you switched it to Linux, kept the old config, and now it fails?

Would the old Proxmox config work on the new Windows server? Are there not any OS specific settings that may need to be applied there?

I would probably recommend doing a temporary test by disabling the firewall on the Proxmox, see if that helps. Then I would do the same test by disabling the Firewall on Windows. Just to see if it suddenly starts working. This way we can test if its the firewall messing with the query

Hm, well that doesnt make much sense to me.. so the only difference is that you use Windows instead of Linux

Also try reinstalling the server without admin permissions, just whatever the standard user is for Windows

Since you have to manually install mods, you cannot use the Steam workshop

And people have to use the -nosteam parameter to be able to join
