is there any specific reason i cant plumb a sink outside pre-generated buildings? tried to plumb one on a floor i built right next to twiggys, WP but it wouldnt unless it was directly in twiggys.

its in a friends server which is currently closed until about a few hours, ill check if some of my clips have a clear view of it
dont have a clip of me trying to plumb the sink but this is the sink setup

You can generally check if a room is really a room based on the lightning, temperature and sounds
If you hear the chirping as in the video, its probably not a room
Your staircase at the beginning of the video also blocks room creation
