Server not responding to friends

I know this question has been answered hundreds of times but i couldn't find one of those answers so i'll ask it again (sorry)

i'm trying to run a dedicated server and not need my friends to use Hamachi, personally i can connect to the server and everything works fine so i don't believe it is a mod issue (they have better pc's than mine so its surely can't be that either) but when my friends try to join they cannot as it tells them the server is not responding

this is my first time port forwarding, maybe i did something wrong in that regard, but i've let the ports through my firewall (even though my firewall and windows defender is entirely disabled, and i have no other anti cheat) following "https://steamcommunity.com/sharedfiles/filedetails/?id=2682141370" as well as port forwarding on my router (as shown in screenshot)
I give my friends my ipv4 that i get from "ipconfig" in cmd, which is the same as my private ip that i colored out in the screenshot.

i can provide any info needed just please help me get my friends to join <3

Side note: i'm giving my friends my private ip to join to as thats what allows me to join, and they're connecting through port "16261" as thats what allows me to join and also what the dedicated server cmd says is "listening for"

sidenote 2: just did a server with no mods my friend still gets "server not responding" so mods are definately not the issue

Hamachi does not need port forwarding, as that is mainly used when you want people to connect to your own IP directly

Not through Hamachi

What Hamachi does need is having the application and those ports in your screenshot unblocked in the Firewall

Have you added those rules to it as well?

i'm trying to not need the use of hamachi this time, simply because my friends don't really trust it no matter what i tell em so i was hoping to be able to run a modded dedicated server without any other installs needed from my friends

i've run a dedicated with 2 other friends with hamachi and it worked fine, but this time we have a larger party (4-7) and some refuse to install hamachi, so i learned how to port forward to not have to use hamachi

Are you able to join the server yourself?

i'm able to join, by my friends get "server didn't respond" or something to do with the server not responding, can't check right now as they're not online though

If you can join yourself, it means there is no issue with the server, but that your ports are not correctly opened

Are you certain that you have a public IP assigned to you? Since that is necessary to host a server

You would need to contact your internet provider about that

i'll see about checking that with my internet provider, but is there any other possible issues that come to mind?

Nope, your server works fine, so it's purely an issue with connections not getting through to it

actually i should ask now rather than later, after i get the correct public ip, what should i do? should i re-port forward to that ip if not done so? is that the ip i should give to my friends aswell? just want to ask now so i have the answers for later, thanks for your time :)

Port forwarding is done to your Local IP, not to your Public IP

The public IP is more or less the IP of the router, meaning you do not point to it during port forwarding

The IP is mainly used as the IP you use to connect to the server
