For background, I've looked into the server.ini file, and between the mods where the empty mod is, it isnt there at all. I own the server and cant launch it. Tried uninstalling and reinstalling the game and all workshop mods, doesnt seem to work.

Means you have a mod that no longer exists on the workshop enabled in the server
You have to remove it from the Workshop line
