My friend cannot join my (heavily) modded dedicated server yet I can get it open just fine. I've port forwarded on both my firewall and router- dont have any antiviruses and I've instructed him to do all the other steps I can think of yet he cant join. It just shows up as 'server not responding' for him.

I'm at a complete loss as to why this could be happening- none of the solutions I've found online have worked.
