Wiping only when a player requests to restart, as in your stats, items, safehouse, and claimed vehicles.

The actual map itself never wipes, all though we did once, under a vote for more maps

No, wiping a specific player has nothing to do with spawns, and vehicle lots being empty would be from a massive amount of people taking them

also there is vehicle respawn enabled

Its been kinda deadly lately trying to get some fresh people to join and stick around perhaps, its just a laid back pve server, with optional pvp sanctioned duels as events

along with other pve events, skilling events, etc
