Did you perhaps cancel the server “initialization” at any point? Since it is not recommended to do that, as it can cause the Normal Termination errors.
Regardless of that, try going to “Steam\steamapps\common\ProjectZomboid” and delete the “steamapps” folder found there. Then launch the server again and let it initialize.

same error I didn't cancel the initialization It happens after the server crashed, I thought it was because of the mods then I tried Unsubscribing from all the mods and then subscribe again but it didn't fix anything
tried running a different world with same mods but the same thing happens
Are you certain that you did as I said above?
I did not say to unsubscribe from mods, that would not do anything here

And you are then hosting using the Host function
I am confused, what are you doing exactly?
Based on your first two messages, you are starting a server, and then you are trying to start another server on top of that
I just tried if the host function will work since the dedicated one does not initialized completely but the hosting does not work too

Okay, your Steam likely is blocking the download in that case due to it being handled as a client
Install the server through SteamCMD instead
Then it should work fine
