When I try joining off of a friend's Steam invite to play on his server, the game tells me I am missing mods, but the list it gives me says every mod I need is installed. Another player with the exact same mod list as me (I even walked him through what mods he needed and didn't need) was able to join just fine without coming across this issue. What the Hell happened?

No
It just gives me a list of mods with "INSTALLED MODS" at the top, and a button to install the listed mods
But the mods are already labeled as installed
When I click "install" it endlessly loops "downloading" on one mod in particular
I tried disabling that mod and going back, but it said it was still installed when I went back to the list
