So ive been having this issue where before i restart my server, i check my save file and it says i cant access it when i usually can, and once i restart the server
the entire server crashes repeatedly and never goes back online unless i delete the save file and resulting into a world wipe or using a backup file,
please help me this is painful to work with

Do you have any mods enabled perhaps? And how are you exactly restarting the server? What commands are you using?

Does the server provider use custom commands for restarting?
Since you would have to report the issue to them in that case

This isn’t a matter of restart commands
This is a matter of save corruption
The save file corrupts while it’s online
And once it restarts it can’t start back up again

Except when the save file gets corrupted every so often and we have to do a roll back

This isn’t a matter of restart commands
It sure can be, since if you do the command incorrectly, you just corrupt the server yourself due to that, which is why I am asking what kind of commands the "panel" uses, since you said you have that
I would first recommend testing if it happens without mods, if it still does, then it is either caused by the commands you do or something wrong with the Pterodactyl setup

Your servcer settings, backups are at the top of the file

But its not at the top
But the past few times it’s crashed, since the save file is corrupted it only outputs a 0 byte backup

I saw, thats why I said keep complaining. They obviously have it configured wrong to some degree since they said themselves "which is actually a mistake". Maybe something else is going on there...
