PZ server running from command line with only the -cachedir and -servername options and all default ports
netstat shows ports listening and bound to the correct interfaces
Wireshark shows when I port scan that it sees traffic on those ports
Connection testing is being done from inside the network and outside
NAT is intact on firewall and connecting to the correct IP
local firewall on VM is disabled
When we connect to the server we are stuck on getting server info

Need to add that I connected to the other services running on the VM just fine.
How is the server installed exactly?
It is the default installation. No mods.
Downloaded with the steam desktop client (not Steam CMD)
I would recommend the SteamCMD install in that case
It was working. This was the same install that we worked with when we were figuring out my confusion with the parameter placement

I will try a fresh install, but this seems to be weird as when I set the port to 16261 or 16262 when I save the server profile in the client it says that it can see it
When I set it to a randome port in the client it says that it is not running
So it is seeing the system running
But the handshake is not happening and we are not getting anything in the console logs
It is a rare issue with the Steam install
Happens due to Steam not recognizing it as a server but as a client instead
Which is why the SteamCMD version is preferred
Noted. Will reinstall and if that does not correct the issue will load with Steam CMD

When I run the server from a batch file how is Steam involved?
The JVM is listening on the ports and the client is connecting to the service on those ports which seems like Steam is bypassed.
@drowsy jetty Valve has a mistake on their dedicated server list for the appid for PZ Dedicated server
It reads 108600 when it should be 380870
108600 refers to the regular game I believe
After uninstalling the Steam version and installing via SteamCMD I am able to connect
