If I create a dedicated server with mods, will my friends who have non-Steam versions be able to access it? How would I have to do this to work? Send the mod files to them and then everything will be ok?

If possible, I would like to know where I can access a tutorial about this, I saw that I just need to add the ID'S of the mods and Workshop, is that really how it works? Does this way also work for my non-steam friends?

I already created a dedicated server without mods and they were able to enter normally, I want to know if there would be no problems with mods.

u can with mods if u go into files of project zomboid and see mods u copy or zip them and ur friend put them so its the same

You would have to go fully nonsteam yourself. And install all of the mods manually for the server in the User/Zomboid/mods folder

More or less correct, just make sure to follow the mod file hierarchy

Just the Mod IDs in the ini
