Just move the c:/Users/YourUsername/Zomboid folder. Lookup wiki for dedicated server for more info on how to install and run it if you want to do it like an actual dedicated server instead of via the regular Steam interface. You don't need another steam account, the server can be installed as anonymous(no login) steam user with steamcmd.

Dang i just did this and the server is working but i think our characters are gone somehow, i moved the whole server

The characters should not disappear unless the server name changed
By default a dedicated server has the name "servername"
