Do you have any mods enabled?
yes it goes from 90 fps to 0 real quick and slowly increase rinse and repeat
i have but it never affects my fps before
Does the issue persist with all mods disabled?
Have you tried it without mods though?
If not, try it without mods.
Mods update all of the time virtually everyday, so just because it worked before, does not mean it will work tomorrow, and if you are running mods, the TIS team cannot check the issue as your game is going to be a different version.
Try it without mods, then see if you are losing FPS, if you are not, then it is the mods, if you are still losing FPS though, then yes, by all means, it is another issue.

There seems nothing wrong with the logs, can you record a video of the FPS issue perhaps?

only zomboid obs are running i tried returning to 1280x720 but the problem still persist
Well, can you check your system tray? It is unlikely those are the only two running

You are running a 4th Gen Intel CPU, current ones are 13th Gen.
There is no surprise why your CUP is maxing out, it just cannot handle the game, your CPU is 8 years old.
I would bet most of the issues you are having is due to your hardware.
Your GPU does not meet the minimum requirements of the game either
I would highly recommend in investing in some new hardware.
