Open debug window and see if anything sticks out to you.
I recommend updating your GPU driver's if you haven't already, and if you have, maybe try to revert to a older GPU driver .
Also can try increasing max RAM usage in your launch properties.

Try running the game without mods and see what kind of performance you get, if it's good, start batch adding mods and see if it starts lagging after you add a batch

I updated my gpu driver recently
If it started lagging after you updated, the new driver might be having issues with pz's opengl usage

Here i have documented the game without any mods except mod manager
I am now going to document it with the mods i use to use and show you the results
I have selected a mod preset i always use and it would run at around 90-110

Update max ram usage and see if that helps
If not, you'll have to just try the mods in batches to see which batch has bad fps
Then narrow it down from there to see what mod is causing the lag
