I was messing around with dev mode, i just got the game, i figured it would help me ease into the experience. i somehow enabled something that displays all of the actions and status of every NPC and player around me. I dont know how to disable it.

It would depend on your definition, most players would not consider them as such
Regardless, do you have a screenshot? So we know which specific option was enabled
I would recommend testing all of the F1-F12 buttons. As those generally turn on the debug mode features
