Hello. I had a problem with uploading a mod to the workshop for the game Zomboid Project. Please help me solve this problem. screenshot of the error.

Generally means that your file structure is incorrect. Are you sure you are following the exact file and folder structure as based on the "ModTemplate" mod?
yes I am sure . I sent this mod to my friend and he managed to upload it to the workshop
Can you send the Workshop folder privately to me as well so I can check?
with the mod template the same error occurs

why are you helping people creating pirate modpacks in a tech support channel, while people who use cracked versions and want support here get shunned?
sorry , the modpack will be installed on my server where i and a few of my friends play . over the local network. we play on the licensed version of the game. he is not a pirate. just so convenient.

the mod you are trying to upload contains stuff that explicitly says you are not allowed to reupload it
and you go to an official support channel and even worse: you are getting help
I'm in the process of contacting the author of the mod. if he answers and is sharply against, I will not collect his mods in the assembly
the thing is you should not have to contact the author because it is explicitly stated

As stated, as long as permission is given, it is just fine to make mod packs, this has nothing to do with piracy of the game. I would prefer you not starting arguments in the tech channel either.

very easy: the TIS modding policy says modpacking always requires permission. you said "steam rules" would allow making packs. which is it that is correct?
and fyi i start this argument because i am tired of opening the workshop to server modpacks everywhere and having people join servers and being greeted with the all too familiar mismatch errors. with the TIS modding policy they could not happen. furthermore the included mod was funded by a community i am part of and contains my code as well. with it being explicitly stated "you are not allowed to repack this mod under any circumstances, ever" the permission angle is kind of moot
No, I said the rules on the TIS website are the Steam rules

my issue with you helping here is that you see a modpack being created and are enabling it to happen
The issue is with uploading a mod
As I said before, and am repeating again, the contents of the mod are not mine to moderate
If you have an issue with his mod, feel free to report it to Steam, or to the moderators at @quasi marsh
