2- Can they rejoin on a family shared account?
3- Can they rejoin on a different Steam account with the game purchased?
4- Is there a way to ban IP?

  1. Banuser only bans the username, not the SteamID
  2. They may, but you can ban the username + the shared account, the ID will be shown in the logs

  4. Not really due to the inclusion of Steam Relay, which hides your IP

If you are running steam then you cant ban IP

Then you can use 3rd party programs to block their ip
