we (as in the group i am/typically play with) typically start in rosewood for the good fire and police station. But our plan is to go up to westpoint and base up in a small group of houses next to the water on the outskirts of westpoint

to maker it easy to go into westpoint

also, we currently have me, police officer and another who is going to be our carpenter, and a mechanic, but u can be whatever you want
