I have the ports forwarded and verified with my ISP that they are good. I am able to connect with my loopback address. My roomate can also join using the local IP. The Public IP does not work for some reason.

I had the same problem, and told my ISP to set my ipv4 as my public IP.

They get requests like that all the time, so it's no big deal for them.

Make sure that you are testing this by connecting with an actual PC outside of your network, if you on your local network PC try to connect with the public IP it will not work, since you are on the local network

In that case it would be purely a port issue

I was thinking I was behind a double NAT or a CGNAT but both seem to be untrue

Are the rules added in the firewall + router?

Yes, I have contacted the ISP to verify that the router has had it added as well

Do people tend to run their servers through a vpn? I can try that. I was about to before you responded

No, I am using a gateway/router combo from my ISP

Hm, not sure how much I would trust that, unless they can somehow test that a client can connect to any server inside your network.

You may try the VPN approach since that should in theory bypass any ISP limitations

So I've seen that the IP of the server needs to be the same as the gateway. Would IP passthrough get the job done on that or is that really just intended for 3rd party routers?

Not familiar with doing an IP passthrough, so I would not know that specifically

Just to make 100 percent sure that there are no game issues, how did you install the server? Did you use the SteamCMD tool?

Yeah.

Server works fine for me using 127.0.0.1 and roomate using local IP

Did your ISP assign you a public IP by the way?

After getting a new router it worked

I may have just needed to restart my gateway

But ultimately the issue was ports
