Falsely missing mod file, please help!

I need help with a reportedly missing mod file when hosting a server on my computer, the file is located in D:\Steam\steamapps\workshop\content\108600\2169435993\mods\ModOptions\media\lua\shared
And is called "!ModOptionsEngine.lua"
The file is located in the correct folder where the game specifies it's requirement yet it will not let me into the server, can anybody help?

Generally when I do not reply it means that I am not around to reply, not that I am ignoring you.

This looks like there might be some incompatibilities with other mods that you have enabled

In which case I recommend the below

If you have issues with mods, try disabling them one by one or in batches to figure out which specific mod is causing the problems.
Do it on a new save to to prevent any issues on your current playthrough as removing mods can cause items to be permanently deleted.
After you find out which mod is problematic, consider reporting the problem to the mod creator on their workshop page.
