I can assure you its not a lack of due diligence, its pretty much why its not named Knox County, since that would not be accurate. As you said its not around LV. Knox country is the area the game is in, there are extra towns that arent there irl, the president isnt accurate, etc, its not a 1:1 copy of real life, its just the base setting.
