Just bad luck with RNG. I've been infected from a scratch less than 10 times in 4,000 play time hours. Still just 7% odds, but you CAN get multiple scratches at a time on the same place, each one rolling for that 7% check.

Like PZ I mod my Cyberpunk. When max Tac shows up in teh vanilla game they usually only drop 3 guys. In mine, they drop mechs alongside a squad of 5, and reinformcements show up in APC's or other armored land vehicles. and they will chase you EVERYWHERE
