This also does not sound accurate to me. If anything the shotguns have had a massive damage buff compared to Build 41. In Build 42 not only do all ranged weapons no longer suffer damage reduction due to any moodle affects, shotguns specifically also now can hit and damage with each of the 9 pellets, I believe B41 limited it to 3. Multiple pellets can hit the same zombie across different body parts, thus zombies can be hit by multiple pellets and each does damage to the specific body part it hits.
A higher aiming level does translate in to more chance of hitting to do damage and chance to do critical damage, but does not change the base damage of the weapon any.

As wonderful as the PZ community, unfortunately not all information is equally as credible. Also the team is cranking away on features, I do not personally have the best surefire way to get reliable detailed information like this out.
My effort to try to occasionally reply in discord is my attempt to have a community presence. I fully realize I can not answer everything, and have to pick and choose comments that I can field knowing that the information eventually will be lost to the walls of text.
I did just attempt to shoot a crawler. I was able to target and hit the head as expected. Though I could see at certain angles, the camera targeting might actually pick the arm rather than the head. There could be cases where both the arm and head are the camera target and the arm is selected over the head as a hit target because of sort ordering. We may need to add a weighting system that priorities specific parts over others.

Beyond possibly implementing part ordering along the camera raycast (+Z), I believe everything is working as expected.
Also note, collision with the bounding target, that does not also collide with a specific part falls back to using a random hit location. This should eventually change at some point, but I likely will not get to it until after the next few features I am working on.

In its current incarnation the shotgun is much more a surefire finisher than a street sweeper. This is due to the tighter spread, multiple pellets now being able to damage the same zombie and damage penalties to all ranged weapons are no longer applied due to moodles. Overall this has done an excellent job moving shotgun settings from action movie toward realism it also promotes the use of other firearms at lower aiming levels.
Technically in the most luckiest of shots ever 9 zombies could be hit by 9 different pellets. In normal game usage it is only 1-3 different zombies being hit, most often each being by more than one pellet.
This allows for many configurations to define various shotgun types. The sawed off versions currently have 1.5 to 2.0 times the default ProjectileSpread and thus a better chance at hitting multiple targets.
My suggestion is to increase the spread by sawing off the barrel.

I do acknowledge that it behaves and fills a different role from b41 to b42. Though with a sawed off double barrel shotgun, and room to move, I do feel I can wrangle zombies as effectively as was possible in b41, what I can no longer do is spam fire into a horde without thinking.
