If vanilla, steam launches fine then you have identified the variable:

non steam, local launch with mods.

Second thing to test:

AFTER it boots successfully even if it takes 10 minutes. Do nothing.

Close it. Immediarely reboot.

If the second time it launches in under 2 minutes compared to 10?

You got a memory leak, a mod with TONS of zone checks, or another issue like textures and world data that is the data that loads up during booting up
