You need to collect these EpiPens in specific areas that are only accessible at night. You need to collect exactly 3 pens to get one point to put into stamina or health. To unlock skills you need to have a certain amount of either stats to be able to unlock it. But that's not just it, you also need to grind those specific stats for parkour and combat as well.
