you cannot
particles are purely client side once spawned and the server has no control over them
this was always the case and i'm pretty sure it was never possible in 1.17
im positive it was possible with SkDragon which had pretty decent control over particles. Its discontinued. I know it existed and was possible because I have it in a working scenario in an older version. so its no longer possible at all?
You looked at what SkBee can do; if I remember then SkBee also manages particles. 
No, that's starting and stopping effects skdragon makes
It doesn't give you control over the particles themselves
It's equivalent to drawing particles in a loop, then stopping the loop
Yeah you've stopped drawing particles, but all the ones you've already drawn are still there
correct, so presently I can create those particles but not use stop all particle effects anymore.

You need to wait - till addon creator will rewrite skdragon
... it looks they want to recode it.

i just don't think they're releasing dev builds, they're working locally
Github link clearly show that there is not any recent updates on code, but I am not github expert - i assume, that code updates when they push comits
