Yes they are a plugins. Just download them and add them to your plugins file. then restart your server. You don't need to do anything else. Players will be able to enter with any version supported by the plugins.

If I'm not mistaken, they even add a special attack cooldown for those who enter with 1.8.

Oh yes. These plugins have such a problem. Not just build. You can't go below y = 0 nor see the blocks.
