Cannon force debuff

The cannons can currently be used to reach insane impossible speeds if you use them as an engine, and that is without even going into xml editting. I think they should accurately weigh as much as their ammo count would would weight (and even heavier as the caliber increases), as they currently are very light for how much they can propel.

It might also might make sense to make the cannons have larger firing delays between shots as you increase its size.
