Its even worse than that.
Alters would clog the tiertesting queue, making it even harder for normal players to get tested.
Many players will then also sell their tiered alt accounts without anything stopping them.
It also lets banned players bypass their ban quite easily.

Allowing rulebreakers to alt is functionally the same as having a "pay to unban" model

Valorant's anticheat isn't perfect, and they have a well paid fulltime team working on it, so I'm under no illusion that we are going to be the ones to "solve" anticheat

This depends more on how smart/competent the "average" cheater is

if it takes like an hour they will run through all their accounts super quickly
and im assuming for obvious cheats it will be quicker

Essentially instantly if they're doing the kinds of hacks that don't work on pvpr (like velocity or reach)
Although you do bring up a decent point; blatant cheaters will get caught so fast that the anti-alting will barely matter
HWID is best for catching closet cheaters

I think macros will also be easily caught because you have access to their inputs
so like if they are cheating and getting away with it its going to be something very minor
and at that point the alt ban wont matter because they wont have gotten caught in the first place
