Isn't there a 24 rocket limit?
idk how the kit making is gonna be like but you can get windcharges and stay up
and you can glide for a while in circles with 24 rockets too
You could follow them with the elytra and mace, so they are forced to use rockets more quickly
But it's a good idea to have some way to prevent elytra stalling
yeah but most people aren't gonna bother to do it in every fight since they it takes ages to do, it doesn't really show your skill if you stay in the air and wait for your opponent to ragequit
I think limiting rockets is a much more vanilla way of doing this.
if windcharges are possible to obtain then those can be used too
and gliding with slow falling also exists
but the question is, would mace based playstyles exist in vanilla?

especially in drain
you have infinite crystals but macers only have a few rockets
it would be easy to kill them in drain

A rocket limit fixes this while a air time limit reduces the potential for elytra agroes
While wind charges exist, annoying your opponent shouldn't be capable of working for all skill levels. After a certain point, it just get punished by maces meaning that it is a unoptimal strat thst will be filtered out. The question is how far it will affect players, if it is only a small tier score, prob fine, but if its like lt5-lt4, then an alternative may be needed. Maybe if it notices minimal movement, damages after a certain height has been maintained too long, or some other change.
Making it have a cooldown is too restrictive though, that makes the elytra even harder to use. It's effectiveness has already been nerfed a ton because of mace spammers and anythijg more revolving the rocket count will start to render the item useless

If your opponent spam pearl runs, and uses elytra as well, you will. You'd be surprised. Additionally, less skilled players are less confident and may stay in the air longer than needed and have multiple missed attempts that forces them in the air

Yes, but then you can just land real quick and go back up instantly so that messes up the cooldown.
Additionally, sometimes you just don't land, even when going for maces due to not knowing how to do it effectively (a problem for most players)
Relay has an interesting proposition.
The most immense concern revolves around players who are in the air longer than 20 seconds without the purpose of stalling. Aerial healing can be extremely useful in addition to it's potential for mace attempts or dtaps, which all can be failed without touching the ground.
A 20 second usage time for the elytra may be a good start, but when put in contrast to it's lack of vanilla feel, seeming as a bug, and severe downsides, the exact benefits appear to become overshadowed by their faults.
I agree that a way to prevent stalling is important, but a time limit or even fewer rockets do not appear to be the way.
