There are no plans to make items or blocks unusable for a certain amount of time after being hit.

No, combos are an integral part of PvP so they will remain untouched.

A positive example of changing the game to improve it would be a border system, which would force players to fight if they stall for unnatural amounts of time.
The given example is extremely problematic. Changing vanilla combat in such a big way would turn PVPR into a different game, instead of being a minecraft pvp service. A border system only changes combat by a tiny amount; it mostly just forces combat to happen if it wasn't happening before.

Other adjustments may occur, with these guidelines in mind:
- Only some glitches will be fixed. For example, property swapping is a glitch, but it has a positive effect on the game and is generally accepted to be a legitimate part of PVP.
- Adjustments should avoid altering PVP gameplay. They should aim to enable PVP and make it more competitive (less "buggy" and "rng") and, ideally, more enjoyable
