As SA for example you should be able to join NA (150ms+ for an extended period of time kicks you from playing NA for maybe 15 mins or smth)

Idk I feel like this would take a long time to do, but maybe it wouldn't or they already did it, I have no clue. And also it would probably cause so many bugs making it work would take forever.

Matchmaking is not region-locked, any player you can reach via a relay server under the ping threshold you can play
