Rework Steam Whistle and potentially having the possibility of making them sideways positionally

Currently the steam whistle only has three octaives when everything else in the mod had 5 i feel like it nolonger fits in my pipe organs i feel like it would be more consistanst if the steam whistle had 5 octaives aswell. also i think it would be great for realisaiton and spaacial reason if you could resposition the pipe organ pipes to be horizontal.
