Apologize for the necro (just found this mod and I'm loving it). Given that swell shutters enclosed entire ranks, you could have a 'swell controller' that sits atop the windchest controller that would automatically encase the pipes attached to that controller. Functional control is achieved through an analog redstone signal with 0 being ' 50% base volume' and 15 '200% base volume'. Fancy aesthetics could be added via "right-click with solid block to change exterior" similar to how create allows you to change the appearance of water wheels. Hope this helps.
