He's from a quest. His name is supposed to start with "An", but it's "Kevin" instead for some reason.

Yes, but if you are going to give a quest that states starts with AN and then fail because you dont that is a minor bug. It is not a hate on the game thing it is probably an oversight in name generation. Also even with the name issue if there are no missed symptoms that should not be counted as an infected.
