doing overhand throw to hit the red puppet doesnt grant me substitution here

even thought it is supposed to

this doesnt seem to happen if i hit a red puppet directly without overhand throw

so the bug seems to be interaction between
overhand throw + peacekeeper+ + talgun's stick

so the bug seems to be with throw + peacekeeper+ + talgun's stick
